Age 80, of Kennedy Twp, formerly of Banksville, passed away unexpectedly with his family by his side, on Sunday, November 7, 2021. Husband of the late Jeanne M. (Donley) Moffatt; son of the late William and Margaret (Steinert) Moffatt; loving father of Patrick (Sandra) Moffatt, Bridget (Joe) Simunovic, Maggie (Rich) Dwyer; brother of the late Bobby (Janet) Moffatt, late Pat (late Bill) Waugh; Amazing Pappy of Declan, Siobhan, and Brigh, Moffatt, Max and Ella Simunovic, Casey (Mike) Johnson, Chase and Rylee Dwyer; great Pappy of Rowan Johnson and godfather of Sean (Chelsea) Foley; numerous nieces, nephews, cousins and friends. Charlie was proud of his roots in the Hill District and Oakland. He graduated from Schenley High School, served in the U.S. Air Force in Vietnam, and graduated with honors from the University of Pittsburgh (H2P). Charlie joined the Pittsburgh Bureau of Police in 1967 and served 36 years working his way through the ranks to the position of Deputy Chief. In 2004, Charlie retired from the City of Pittsburgh to be named Superintendent of the Allegheny County Police, where he served for twelve years, retiring in 2016. Charlie was dedicated to serving his country and community only after being a kind, devoted, and loving husband, father, Pap and great grandfather.
